Its up to you if you want to sell below reserve but you don't have to.
If you only want to sell at the reserve price then tell him it so he can bid that amount if he agrees to it.
To keep it on Ebay he would need to bid that reserve price OR the BIN.
As to paying with paypal that has nothing to do with ebay, if you and the buyer are happy to pay cash on collection then you can do so.
There is ZERO seller protection on paypal for items that are collected or personally delivered, i sell quite a lot of items that are collected and ALWAYS only accept cash on collected. That way you don't risk a paypal dispute / have cash in hand / no paypal fee.
But some folks don't like the insecurity of meeting a buyer to finish the transaction so that has to be your decision.
Advice is voluntary.
