can`t add mastercard

Hello!
  i have a problem with adding my mastercard. This card is not accepted. Please use a different card. I`m from latvia. Why does paypal wont to add my card?

I think you have to use a VISA in your country.

a couple of friends use the same cards as me and they are all right, but do not remember how they did it
