The worst customer service experience EVER

It makes me so sad and angry because it is the first time I face such an incompetent customer service.  My account is connected to Italy. When I received around 1800euro (the limit says 2500 yearly) my account started to say that it will be restricted in 30 days if I don't solve the issue and I had to verify my identity. When I tried to do it in Resolution Center it was not possible for me because it was asking for Italian Tax Payer ID/number. I'm a Belarussian student studying in Italy with all the documents and currently living in Italy (NOT a citizen), however, since I'm not Italian I do not have an Italian Tax Payer Id and without it paypal form to fill out did not work out. Then I emailed PayPal to explain the issue and they provided me with two other option to submit my documents for ID verification.  1. Was to follow the steps online that were not possible to do because in my account I don't even have the buttons and sections they asked me to click like "view account limits" or "lift limits" I absolutely don't have.  2. Option was to fax the documents, the number provided did not work and i tried several times. After that I asked PayPal if there is an easier way to submit my documents and finally they sent me a link to do it and I did submit my Passport copy, utility bill with my address, and insurance letter to my address. After that, I never received any confirmation that PayPal received my documents or that ID Verification process has started. I emailed PayPal around 8-10 times to ask about it and never got a response. I did submit my documents through the link 2 times more just in case and again emailed PayPal and it never replied... 

Then I had a problem with the transaction, I did send a request to withdraw 184 euro to my credit card and it was approved but money did not come to my card in a week, so I asked them what happened and WOW to this email PayPal assistant replied and said I need to wait 14 days if I don't receive my money I should contact them and they will trace the transaction, I waited and money still did not reach my card. So I contacted PayPal to ask them to trace my transaction. And guess what? PayPal does not reply! Not to my issue about ID Verification, looks like I sent my documents and personal information to nowhere and not to my transaction issue. The final is that after a month of trying to solve the issue with PayPal , unsuccessful attempts to contact them through email and phone ( In Italy the phone number they provide I tried to call 7 times and each time it says that waiting time is between 30-60min for someone to reply) they restricted my account without any explanation.

This platform is a waste of time , energy and emotions. The only thing I want is to get MY money on MY credit card! and never use this platform again.

I really have no idea what to do in this case.
