Are the funds actually showing in your paypal balance?
Are you a new seller?
Does your paypal email say its safe to ship?
Is there a clearance date when you click on the pending status.

Sounds as if its an echeque.
An echeque is when the buyer has funded their paypal payment via their bank account but they don't have a back up card linked to their paypal account as well.
Normally paypal would credit you the funds and paypal would take the wait for the funds to clear from the buyers funding source but they only do that if the buyer has a back up card as well on their paypal account, if not then the buyer and you have to take the wait for the funds to clear.
The funds 'can fail' if the buyer does not have enough in his bank account to fund their payment so don't ship until the payment has cleared.
As for non-us verified, well I am that as well as i am NOT in the US but am verified..lol
Anyone outside of the U.S is 'non-us' but as long as it says verified and not unverified its fine.

He hasn't paid you yet so you don't need to cancel him.
Just state that when the payment has 'cleared' you will refund him and you don't want to continue with the transaction..........no one can force you to sell to anyone.
I very much doubt the payment will clear anyway so when it 'fails' the transaction is then over as well as he has not paid.
