Paypal won't let me add my Debit card to my account

i need somebody to help me to add my card to my paypal account. i already speak with bank wich gave me that card and they old me that it;s already active to use, but i cant add card, but i need to withdraw money. "The bank that issued your card didn't approve this transaction. Please contact the card issuer.s customer service department if you have any questions. Or you can add a different card now to continue."   again thiss....
