International Customer and does not have a U.S. bank account

If you an international customer and you pick the credit card to pay without signing into paypal, the account is in the u.s. does the credit card user have to have a bank in the U.S. or it can be from another country

Does not matter - if a customer is going to pay with a credit card (or pay as guest - no PayPal Account), there's no country requirement.
