Insufficient Funds

I've used Paypal for years and in the past have had to update an expired card. This time however I'm getting emails and messages saying there are insufficient funds in my Paypal account. I thought the idea was that the purchase came straight out of my bank account via Paypal? There's easily enough money in this bank account to cover my purchases, so what's the problem? One message said to transfer funds from my bank into my Paypal account. Why should I do this? I've never had to do that before. I just looked at my account details and it says my card/bank details are confirmed. Why should I transfer money from my bank to sit in a Paypal account? Is there some sort of new policy I'm unaware of? Having checked my bank account since updating my new card I see that Paypal transactions have been taken from it so I know the two are linked up correctly and are working in tandem. I never had to top up my Paypal account before, it says if I don't my account could be compromised which seems unfair. I'd be grateful if anyone could please tell me why this is happening. Many thanks. Joanne
