My account was limited somehow, to remove the limitation, paypal require me to provide shipment information (3 proofs of postage on or before 5 Jan 2018). As a new eBay seller, I only sold one item before and on 5 Jan 2018 and I lost my postage certificate.

I’m sorry that it took us so long to get back to you regarding this 😕 If you are unable to submit the documents you've been requested, I recommend explaining this via the Resolution Centre. You should see an option to submit a file in the Resolution Centre 🙂 Hope this helps.
