I got scammed. I opened a dispute, but didn't ask for a full refund, since the seller said he was going to give me one thing, instead of both things. He ended up giving me nothing, so I closed the dispute hoping that I would be able to reopen it, asking for a full refund. But it turns out after you've closed a dispute, you can't re-open it...

Yes, you are only allowed to open x1 dispute per transaction.
Also paypal don't deal in part refunds, if you had escalated the dispute to a claim then paypal would have told you to return the item that you had received in exchange for a full refund.
Your only option now is if you funded your paypal payment via a credit card then contact your card issuer and see if they can help you.
