I can't claim my money

I can't claim my money, even though i have sent all my items and they have been receieved. 

Please tell me why its is being withheld from me?

Are the funds showing in your paypal account balance but pending? Because that is completely different from a payment that needs claiming?

Are you a new seller, does it give you a clearance date and is it the new seller hold?
