I Have seen loads of posts saying that all that is required is a confirmed email address; Great!
But HOW is is done?
What are the steps the person has to follow?
Is there a page on the PayPal website to allow people to do this? If there is I can't find it.

All they need is your email address AND a paypal account.
Unless you are a business user with your own card reader.

Hi Kernowlass.
Thanks, but this is still the same vague answer. I know what you need, my question is how do you use the email address to pay money?

You (or the sender) go to send money in your or their paypal account > select which option applies eg goods / services or friends / family etc > put in the amount > select the currency > PAY.
OR you can send them a money request or use the paypal.me link if you have one set up and send it to their paypal account.
Then the funds should appear in the paypal account balance of the person you have sent the funds to.

Kudos / Solution appreciated.

You actually are a parrot aren't you kid?
You HAVE misread his question and answered again wrongly.
He is asking you how one can pay to someone's paypal without owning a paypal account - Guest checkout, enter an email that you are sending to and pay using a debit/credit card. There is no need for a business card reader. The receiver must have a confirmed account though. @LesH1 Image below:

Only if they have a business account or a card reader as per my post above.

Good boy. Keyword is "OR". You did not state that. You confused the guy by stating "business user with a card reader" out of context. That is as useful as a brick in the sea.
