Customer cannot pay without an account on a tablet

Good afternoon
We have a website which uses PayPal Express to allow members to pay their subscription. We have had reports of members not being able to pay without either logging in or setting up an account with PayPal. We have now found that if you use the website from a (PC) laptop, you get a PayPal screen which gives you the option of creating a PayPal account when you checkout as Guest. If you access the same site and make the same renewal from either a phone (android) or a tablet (iPad), you do not get the option: the fields are required and there are more than just the password fields (including a date of birth).
Why the difference?
Is there anything we can do to get a no-account option on all devices? The membership is a single one-off payment, there is no recurring payment involved. Many of the members do not want a PayPal account.
