We are a UK-based local history society which needs a PayPal account to:
a) receive transfers of money from internet book sales
b) transfer money between PayPal and our Society's existing bank account
c) create sales invoices to email to individuals who contact the society waning to buy a single book
d) allow such individuals to pay into our PayPal account even if they themselves don't have their own PayPal account
We are a very small-scale "not-for-profit" organisation and are not a registered business. So, we don't want anything complicated or involving an annual subscription fee. I do understand of course that certain types of transaction would incur a charge (percentage based?).
Could someone explain the specific differences between personal and business accounts ("business standard" not "pro")? I can't seem to find a specific webpage anywhether that lays this out. I am also seeking a clear description of the charging rates for both types of account.

Welcome to the PayPal Community. If you are a registered charity I recommend opening a business account, There are very little difference between a personal and a business PayPal account and the fees are the same.
