Why does paypal not honor their customers perfectly legal store policies?

My international shipping policy was i will not take the responsibly of your customs or local delivery. You know more about your customs and local delivery than i do. Plus i dont know the language. So no i do not want to take the responsibility.
But some clown ordered anyway and made it to Israel. Where in Israel, i dont know but i bet that customer knew exactly where to get it. In the end i was the one left holding the empty bag.
For some reason Paypal wont honor my 1 policy? How many policies does paypal have? How many people even understand PayPal’s policies? My 1 was is very simple english not written by an attorney?

If you use paypal then you abide by paypals user agreement and terms.
You don't have to sell internationally if you don't want to but if you do go ahead then a buyer can open a dispute if they do not receive their item.
Advice is voluntary.
