Unable to accept or decline an offer

I have an offer from the seller that says I need to respond to, but I don't see how to. I would like to decline the offer and give my reasons why. Can this be done somewhere?

How did you resolve this issue. I received an offer I would like to accept however paypal never showed a way to accept the offer. the resolution center says that it is waiting for the buyer to respond but when i select the respond button it just takes me to a new email box.  Previously I'd get a prompt asking if I'd like to accept but that never showed up in the instance. What to do?
