Sent PayPal an email they replied with generic answer but unable to reply back

I have a problem with my account and wanted to tell them how bad customer service I got so I sent email to them.
they sent back a generic response and said if this does not solve your problem reply back and a support person will help.
so I replied back and hit send.
error - problem occurred cannot send message.
i tried 10 times. I tried without VPN and tried with VPN. I had no problem sending ANOTHER email but I cannot reply back to original!
