With the continued increase of scammers, why can`t PayPal let us know that for instance when I buy something off Ebay and the shipped from is located in the USA that the payment is actually going to an offshore account? I would like to know this information because I may not want to send payment offshore because if makes any problems harder to resolve. Once the payment is sent to china, it appears no one has any control over the sellers account.
