New PayPal Agreement - What Does It Mean?

I don't understand the email I got today - do we now have to leave PayPal a "Deposit" of funds to use it?

No. If you got an email, you need to do nothing as things will be taken care of for you. Just wait for further info from PayPal. You can use your account like normal.
