Include descriptive keywords in the subject line that will make your topic unique

When I try to post a question here, I am always getting this highlighted error saying "Include descriptive keywords in the subject line that will make your topic unique."

 

Isn't this a bug?

There has to be a bug here. This community system is just utterly broken.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
