Can't receive one-time code, can't login, can't get through on phone

Trying to log in to my personal PayPal account
I get the message about sending the one-time code.
The phone number is correct, but the one-time code doesn't arrive. After several resend attempts I try the option to send another way. There is no 'other way'. It just takes me straight back to the text message option.
I try the option for 'telephone "We're here to help"' (ha ha, really).
Telephone message (1)asks for a code I don't have, (2) tells me to log in, which I can't do, and (3) finally tells me they are experiencing such high call volumes that there will not be a customer service person available.
Basically, I can't do anything.
Can't access my account, can't contact anybody about it.
Can anybody tell me how I resolve this?
