Can't contact a customer service agent through chat

Whenever I try to contact customer service through the chat function, after getting past the automated help suggestions I receive the message "All our agents are currently offline. Please try again during business hours." with 8am on the next working day being listed as the time agents will be online. This has happened multiple days in a row and I cannot reach a real customer service agent yet. This is in the UK. Why does this happen? Are there actually any such agents? How can I chat to a real customer service worker? This is in the UK.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.

This doesn't answer my question of why I repeatedly receive messages of false customer service agent working times from the chat service and of why I cannot contact customer service through chat.

All I can give you is all the ways available to reach customer services.

No idea why you can't get through or why they are not answering you, sorry telepathy is not my forte.
