i am looking into purchasing something from a manufaturer in china , and am wondering if there is a way to tell if there paypal account has been an active account for a while or if they just made it to scam me ? also is there any buyer protection when doing an overseas transaction using paypal smart connect ?

Google the seller, manufacturer, the emaile addy they are using, also the paypal address they are using along with key words such as "scam, rip off, stole, fraud, etc" you may or may not encounter various statements or posts, typically from forums, of users upset, or detailing situations gone good or bad.
Also asking them for references, feedback, testimonials, etc may offer some insight. Certainly these can all be fabricated; however, cross reference the testimonial with Google. Often searching for a few key words of the statement or paragraph can link you to the location of the actual reference or data (although not always) if you are unable to find anything that makes you feel better, than use your gut. Also inquire about shipping transit times, and ask for registered tracking.
im not sure the policy on international transactions; however, recently I had a paypal dispute ruled in my favor from an international company that stated payment not received although i paid through paypal itself. seller correspondence time can also indicate level of professionalism (IMO). if they are prompt throughout the process of making the deal, and respond quickly, that is a good sign. all too often though, characteristics exhibited are prompt and professional emailsbut once payment is made, correspondence can taper off dramatically, and sometimes days go by w/out additional correspondence. at that point, i would personally advice you to be tactful; however, straight to the point, with measurable progress/information requested, and concise communication regarding intended plan of action should the business fail to move in the intended direction promised when establishing the deal.
