I had this same issue when I opened my account, and it turned out to be a mistake on my part. I had forgotten that I opened an account four years prior to my current one.
As it doesn't sound like this is the case for you, I would call PayPal customer service and ask them what is going on. If you give them your card info and whatever else they need they should be able to find what account it is associated with if any.
I would think that if your card was fraudulently linked with another PayPal account you would have received some charges that you do not recognize on your statements by now. If it is in fact fraud PayPal will investigate, and will help you sort everything out.
Chances are it is just an error that can be fixed over the phone with the help of a representative.
