Is this a Scam? Or new PayPal policy?

I haven't used PayPal in years, and am not sure if this is new, or just a scam.. The buyer I am in contact with is from Nigeria, so I'm being EXTRA careful.. This is the E-mail I received this morning, which is supposed to be from PayPal.
Important Note : This PayPal® payment has been deducted from the buyer's account and has been " APPROVED " but will not be credited to your account until the shipment reference/tracking number is sent to us for shipment verification so as to secure both (Buyer & Seller) from online fraudulent activities. Below are the necessary information requested before your account will be credited.
You will have to email us the tracking number to the PayPal Customer Care at:
As soon as we receive the shipment tracking number from you, you will receive a " CONFIRMATION EMAIL" concerning the accreditation of the funds into your PayPal Account and we shall get the funds credited into your PayPal Account within 24 hours.
Due to the fact that PayPal processes thousands of orders daily, PayPal recommends you contacting the Customer Support Representative that has been assigned to this particular order directly. This ensures speedy verification of shipment as well as prompt transfer of the funds to your account. Send all your question regarding this transaction to

ok..so now the guy who scammed me is sending emails from "paypal" saying that i have to send him $90 and that i was turned over to the FBI 😐

Tht's an empty threat.
I'd LOVE to see a Nigerian scammer trying to explain how he was "defrauded" on a bogus payment.
Just ignore him.

If you mailed the item yesterday, all you can do is be at the post office first thing in the morning and ask them to recall the package.
If it was a few days ago and you used Express, then you're probably out of luck.

Interesting how the "advisor" says this is a scam when in reality it is not.
I haven't sold something with PayPal in months but last time I did I had to follow this process. Paypal even has a link where you can pay for the postage online and print it out (using USPS) and you can use this tracking number to get your funds. You don't have to go to the actual post office to do this. What you do have to do is make sure you post the item within 24 hours as the postage you paid online is good within that time frame.
If you are concerned about this then log into your paypal account and contact paypal through that so you know that the person responding is from paypal. As for their English, don't be surprised. They seem to outsource a lot and use template responses to answer most questions. When they actually have to think and respond on a topic they aren't that great.

It would be nice if you knew what you were doing before you give people bad advice.

SCAM SCAM SCAM...I am trying to sell a ring got a buyer, wanted to pay thru paypal. Got a confirmation from paypal money has been deducted from his ccard waiting on tracking number. when i scrolled over dear (my email address) I looked at the bottom of my screen on the bar and the email address that came up was for someone at yahoo.com. I forwarded the fake paypal email to spoof. I then had an old tracking #. replied that the ring was in the mail and gave them an outdated number. the guys english was alittle better, asking me for the correct tracking number before paypal could pay...hahahahaha Whats even better...at the end of the paypal email. it said" Note: All information that leads toSmith Paul is available with paypal. Hence, be rest and assured about the safety and legality of the transaction" since when did paypal say Hence, be rest and assured? I did not mail the ring!
