Buyer Fraud - How to I report this and get a resolution

I sold two tested DVD's to a buyer and gave the buyer 3 days to inspect and returnt he items no questions asked. After I left positive feedback for the seller and a week afer the warrenty expired the buyer complained that the DVD's (both) would not function and were greatly damaged. i contacted the buyer and explained to her that the DVD's were tested visually and both played without issue in my player. The buyer opened a complaint that the items were not described.
I decided to refund the purchase price of the items and the items would be returned. The refund was accepted and the buyer no longer will communicate, has not returned the so called damaged items and has not supplied any tracking number for returning the items. I am feeling at this point the buyer has gotten free products tht they will sell and that I am be defrauded.
Oh buy the way these were the only two items out of over 70 that were all tested the same way that did not work and they both went to the same buyer? The odds did not seem right.
I do not see how to make a complaint on paypal.
What do I do?

There's no way to make a complaint on Paypal because you messed up.
ALWAYS get the items back first, THEN refund.

You are right I did mess up on this one. Live and learn right?
It is a shame that ebay and paypal are not conserned about buyer fraud only seller issues.
I will not be so interested in the future to make a satisified buyer in the future when I think something is not right until I get the product back.

Since I messed up I hope this helps others.
Be careful doing business with "clothesoverbros9" since it looks like I have been defrauded. I hope this helps someone else or prompts ebay and paypal to look at fraud by buyers also.

Actually, ebay's coming down hard on a lot of buyers as well - problem is that they don't have a policy for this.

You CAN file an "unpaid Item dispute" here;
http://feedback.ebay.com/ws/eBayISAPI.dll?ResolutionCenter&cf=20
and the buyer will get a strike on their account unless they pay. 3 strikes and they're out.
Maybe it'll work - worth a shot.
