Why is my payment on hold(payment panding)?

I am new in paypal. I am facing on hold payment. what's problem.

Please find the below screenshot for detail.

New seller hold.

Released when tracking shows the item as delivered + 7 days OR after 21 days.

Advice is voluntary.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
