i was selling a game account through craigslist, this guy bought it, but he used a credit card and put the money into my paypal acct. i remember reading something in the terms and conditions about recipient can decline the payment, but i wasn't given an option to deny or approve the payment - the status was just listed as "complete". also i read about fees for sellers for accepting credit card payments, or something? now, i don't consider myself a "seller" as it was this one time thing. another thing, the guy that was buying the account decided not to go through with it, after emailing eachother for an hour of how the transaction would take place and both parties agreeing to each others terms. which is fine, but now the status of his payment says "held" and when looking at "view details" it says "transaction is being reviewed". as i said, it's fine that he changed his mind, but am i now going to be charged these fees? please reply if you have any idea. thanks.

PayPal fees are now determined by the payment type - a Purchase Payment or a Personal Payment.

For Purchase Payments, the recipient of the payment will always pay the fee. A Purchase Payment involves buying and selling goods or services, and payments received when you send a "request money" using PayPal.

For Personal Payments, the fee, if any, is based on the Payment Method and the location of the sender and recipient. A Personal Payment involves sending money to and receiving money from friends and family without making a purchase.

If you are selling goods or services, you are not permitted to ask the buyer to send you a Personal Payment for the purchase. If you do so, PayPal may remove your ability to accept any Personal Payments.

ok, thank you for that. so, it's not like i own a business, and selling things is my business, i don't have a business acct, so then would that be considered like, a personal payment?

You can use PayPal to accept payments for Craiglist sales... they will be purchase payments and the PayPal fee will be deducted from the payment amount.

No... it would be a Purchase Payment and the PayPal payment receiving fees will apply.  A Purchase Payment involves buying and selling goods or services, and payments received when you send a "request money" using PayPal.

ok, so, what if that person cancelled the payment? and what if the credit card they used may have been used fraudulently?

If that is the case, you will need to qualify for PayPal's Seller Protection which covers INR (Item Not Received) claims and Unauthorized Transaction claims.
