PAYPAL FEES

 I sent a payment(deposit) of $600 in Dec 2010. I received payment of $582.30 on March 17, 2011.

I feel that I should have received the full $600.

Kindly explain how the paypal charges are determined and which party is responsible.......

Welcome to the forums!

It sounds like the receipent of the funds sent you a payment rather than issuing this as a refund.  I would recommend giving our Customer Service a call.  They should be able to assist you with the fees received on the refund.
