Multiple fee and card Questions.

Okay, I have a few hings I want to know:
1)I'm trying to buy games on a program called Steam, using PayPal as my payment method, but, I now know I can't do that unless I have a Debit/Credit,Bank account. I have another family member, who's gonna let me use their Debit card. Would I be allowed to do this? Everything should be the same as me like adress and what-not, accept details that apply only to this person, as we live in the same house, use the same phone, etc.
2) If I'm allowed to do this, when I link the card to my account will ANYTHING be charged on the card, whether I have the money in my Paypal account or not? I'm only using the card so I can make purchases, I don't wanna charge the card, even for a confirmation fee or anything.
3) is there a way at all to buy without needing a Bank account/Credit/Debit card or anything? Is so, this would solve most, if not all of my problems.
4) Can the same card be on multiple Paypal accounts? I have a newer account, because I forgot my details for this one, but I found where I wrote everything down, so i wanna transfer everything from this account, to my new one, and abandon this one. when I ditch this acount, I'll erase all the card details and stuff from it, and put it on the new one.
5) Although I know this site is safe, as multiple other family members are using this, the person lending me the card doesn't want me to keep it on the account, just incase, and I don't blame her, so is there a way to take it off?
6)If I decide to get a Paypal Debit card in about a month when I can, will it still work if I take the card off my account? And can this be a replacement? I would love this, as I could get whatever without having to use my families cards, whether they are okay with it or not, I don't like mooching off of them.
7) When I buy stuff with Paypal, what are the fees, if any? What I plan on buying for now is $10, ($9.99 to be exact.) If I put all my funds together onto one account, I'll have about $13, for now, so would that be enough? There is no tax, the total price is $9.99.

It's my understanding that the name on the card should match the name on the PayPal account.

There will likely be a refundable $1.95 confirmation procedure.

No... you must have a credit card, a debit card or a bank account linked to your PayPal account before you can send any payments.

No... the same card cannot be used on more than one PayPal account.

Yes... a linked card can be removed from a PayPal account.

No... a PayPal debit card is not a substitute for a "regular" credit card or debit card. If you remove the linked credit card/debit card from your PayPal account, you will no longer be able to send PayPal payments.

PayPal doesn't charge the buyer a fee.
Suggestion... look into getting a PayPal Student account. More information about PayPal Student accounts is available at the following link...
