Help deciphering fees please

I sold my first item on eBay and was paid through PayPal. The total was $16.05 and when I went to withdraw my funds, it only let me withdraw $15.12. I'm assuming PayPal is taking a selling fee but I read somewhere that it's 3% so that number ($.93) doesn't add up. 

The buyer is from Spain I'm in the US.. does that have anything to do with it?
