Is this practice accepted at PayPal? I have noticed it especially on a website Homeaway when i am renting houses for vacations. They will actually list in their rate schedule that they will be charging the consumer 3-5% surcharge for taking their payment using Paypal..
I know for sure Mastercard and Visa investigate these complaints pretty fast.
