$1.50 fee per transaction???

I'm new to PayPal, my first transaction showed the charge for merchandise then a separate charge of $1.50. I did a second purchase tonight, different website, and same thing, charge for merchandise then a separate charge for $1.50....what's the deal?? What is this fee for?? Is this going to happen everytime??? I'd like to keep using PayPal but not if I don't get these fees refunded and not if this is going to happen with each transaction!

First transaction was $57.67 the second was $38.13. Paying a vendor with PayPal is supposed to be free...
