$0.30 Fee for receiving $0.30?

Being charge $0.30 fee for receiving $0.30 by instant transfer.
This was not a purchase payment. (I'm not a seller, & this was not Ebay.) Just a refund for scam 'bonding' I never ordered.
Sender is in same country as me (US) & it was instant transfer. Why the fee?

Because he didn't refund you correctly. He sent you a 'Payment".
To refund correctly the selelr goes to the details page of the original paypal transaction and clicks on the refund link, and then either files in the amount to refund, or a full refund.
When refunded correctly the "buyer" is not charged a fee.
