"Additional Authorization Needed" when trying to send money

Recently, PayPal has been giving me the worst experience. My account has been locked multiple times in less than 2 days, and when I try to send money it says "Additional Authorization Needed". There was no problem receiving the money but when it comes to sending it, it gives me errors. Yes, my account is verified. So that isn't the issue. I have emailed customer service, and received no response. They claim its because of suspicious activity, but the only activity listed is the time when I logged into the app using my phone. I don't understand what the problem is, but I just want straight forward help.

I have multiple times and all I get is an automated email, and then nothing else

I'm going to try again and hopefully things will work out. I'm still unsure of the problem so that is something I will have to look deeper into
