Purchased an item that has not been delivered and PAYPAL have NOT supported my case

Hi all,
I purchased a mobile phone through DEPOP and the seller sent the item with a tracking number to the supplied address (mine). The tracking number shoed delivered after 9 days but to an address in stockport - NOT my address. I contacted the seller whom disagreed with me that they had sent it to the wrong address or the royal mail had got it wrong. I continued to insist that they must contact the royal mail and resolve the issue. FWI the seller is in Liverpool and I am in Essex. After a day or so the seller contacted me stating that all correspondence will now be directed at me with a guaranteed delivery date and time for Monday 5th Feb. I responded by asking for proof and a copy of all correspondence between them and the royal mail and agreed to wait until Monday. Low and behold the phone never turned up and the seller has failed to reply to any of my messages through DEPOP and their personal email address for the last 4 days nor have I had any correspondence from the royal mail.
So that is problem no1.
I contacted paypal.... and asked for some support stating the above. The 'resolution centre' has responded without any empathy or even attempt to investigate with - 'After careful consideration, we're unable to decide this claim in your favour at this time' - SORRY WHAT?? How can this not be supported? Paypal have failed to even contact me for proof of messages and now it is impossible for me to open the claim again through the website.. what a joke! this goes against every ounce of integrity I thought paypal had and am now stuck with where to go.
Any suggestions and support would be much appreciated and frankly more than paypal have offered.

You have 10 days to appeal a dispute if you have new info via the appeal link in the resolution centre for that dispute.
Advice is voluntary.

Not the same, but similar - my account was hacked last week, some tripehound stole £150 by buying electronic games in my name and diverted my emails to his account to receive the codes. I managed to stop 2 sellers sending the codes but am £100 out of pocket because the other two had alreadybeen sent. Reported it to PP who agreed and sorted the refunds in my favour, then decided two days later "there was no evidence my account had been compromised" - yet they sent another message *at the same time* saying there had been unusual activity on my account and it had been frozen! A week later it is still useless and I cannot even pay with a credit card ie without going through PP. And I thought OK, if they say it wasn't hacked I can claim for non-receipt of goods. No, eBay won't consider that because PP has told eBay that I registered a dispute with both sellers. So either I WAS hacked (and yes, I promise you I was and should be covered by Buyer's protection, or I was NOT Hacked but haven't received any goods and should get my money back. I don't see why PP should have it both ways.
