You don't need a credit card linked to file a paypal dispute for non receipt of item or item received but not as described on paypal.

Sorry, yes of course you can raise a paypal dispute for non receipt of item.
Does not matter how you funded the payment.
Go to your paypal summary page and on the lower left is "resolve a problem in the resolution centre" > open a dispute > put in all the info > escalate to a claim when you get that option.

What I mean is, if there is no credit card connected to an account, can that account still dispute and/or chargeback payments for goods that were not received?
