How to process eBay dispute - item not showing in Paypal

I have big problems with a seller from China who scammed me and sent a product that is not at all what he described it to be. Seller refused to answer for three months when I tried to return the item, deleted the item from his eBay account and changed his profile name - and posted the same product again under new sales item and new account name. Due to this it was impossible to file a resolution with eBay as the item disappears from your order history.
I have been told to try getting a refund through Paypal but I can find no item in my account from eBay either, although Paypal was suppose to be the payment processor.
How do I go about? I ordered the item in May and have been chasing for a refund until now.

It sounds like you may have checked out as a PayPal guest if you do not see the transactions in your PayPal account. You should reach out to PayPal customer service on freephone 0800 358 7911 so they can assist you with locating the payment.
