I bought 2 of an item from ebay and paid here. Only 1 was shipped. I contacted the seller to ask for the second to be shipped. They said the stock was damaged and offered a refund instead, I accepted that alternative. I then was rural without net access for a while. My transfer history shows:

It is now shortly after 20 days and it says the dispute has timed out. How I am reading it, it looks like I needed to accept the partial refund already. Since I didn't accept it in time it didn't go through, I wasnt refunded and the case was closed. Am I reading that correctly? Where do I go from here? Do I need to reopen a dispute and reask for the partial refund?

If you did not accept the offered partial refund and did not escalate the dispute to a claim within 20 days it would time out.
You can't re-open a closed dispute.
Advice is voluntary.
