seller says he can't send item till dispute is closed as per paypal instructions

i bought a seat from a retail motorcycle accessories dealer and had to open a claim because it didn't come. now the seller says paypal advised him not to proceed with transaction till claim is closed. what should i do?

This is completely bogus, you should escalate the dispute to a claim and be done with this seller. Once the dispute is closed you will have zero re-course to recover any losses and the fact he is blatantly going to lie to you should be a tail tail sign of who you are dealing with.

Do not close the dispute, once closed it can not be reopened. Escalate it to a claim asap
