Is it possible that some use paypal as a scam to recive goods and then charge back in order to defraud the seller, seem to be getting alot of buys wanting to pay asking price and really pushing to use Paypal..what is the deal with that?

Your exactly right.
Steps to getting free stuff through paypal.
1. Buy something using your paypal linked with a credit card
2. File a chargeback once you recieve the item.
