does anyone know how you r suppose to respond to a sellers reply on why they will not refund money?

The most effective way to get a seller to respond is dispute the charges with your credit card holder and also go to Resolution center and file Paypal dispute as well.
Your credit card company is the quickest way to get your money back. Credit card company gives you a provisional credit until they here back from seller. Seller will have to show proof of delivery. If he can't he loses and you already have your money back. If you lose, they will remove the provisional credit.
Don't wait more than 10 days, that is plenty of time for seller to respond and issue refund. Paypal is a third party dispute resolution and can take over 30 days to provide decision. All the while the time is ticking on your right
to dispute directly with credit card holder, number on back of credit card.

Welcome to the community forums! Please allow me to offer a little additional clarification.
While you absolutely have the right to pursue a claim through your credit card company, doing so will close out any dispute on PayPal, as a buyer is not permitted to pursue recovery through both at the same time. If this occurs, you will have to rely solely on your chargeback rights through your credit card company. It's certainly your choice, but I wanted to make sure you have all of the information.
My recommendation to dealing with an unresponsive or uncooperative seller is to file a dispute through the Resolution Center. Oftentimes, this gives the seller the nudge they need to recognize that there is an issue that should be taken seriously.
