paypal has made this too hard -- all I want is my purchase or money back

all I did was order some sudoku books -- never received them -- paypal charged my account for $17.n USD.  I opened a dispute, never heard from anyone, paypal closed my dispute. for lack of activity... I cannot escalate... the automated clerk  is useless... what now?  talking to paypal is like whistling in the wind.

You should have read the instructions for the dispute - you have to escalate it to a claim or it closes automatically.

 

You can appeal the decision - tell them you'rer new to this and ask them to reconsider allowing you to escalate the dispute into a claim.

 

Tell them that the items still have not been received.

 

If it doesn't work (it's not guaranteed), and If you used a credit card to pay for the item, file a chargeback by calling the customer service number on the back of the card.
