Resolution should take into account history of users

I am in a dispute in which a buyer has claimed that they did not receive two items from me.  I did a quick check on his background and found that he really lives in Hong Kong instead of the CA address that I mailed to, and that he has reported almost 20 items from different sellers as unshipped using 2 different ebay account names.  Shouldn't common sense dictate that this guy is a scammer, and his case immediately be terminated?  I have a sinking feeling I am going to lose my case, at which point I will be going to BBB about paypal, and I will be contacting the El Monte, CA police about online fraud of the buyer.
