I contracted for web site development. The price was $2,200. I paid $1,200 deposit. the site was supposed to be finished in thirty days. It was not. Work was done but not what was promised. My claim was kicked out because it was over the 45 day mark. I know I would have better luck contacting my visa company as far as a refund is concerned. My question is how are you supposed to contract for services if you pay a deposit and the work or service takes time to complete? Is there a way to speak with someone at paypal? I feel paypal could take a little time and at least contact the vendor. Maybe with a little pressure the vendor would relent. I do have a contract.
