OK to ship.....reversal

17 June I was notified of an instant payment by email. Checked ebay and marked the item shipped. Paypal, verified buyer, correct address marked 'ready to ship'. Bad move....I did. Then I got a note from paypal that because I didn't respond (this was within 3 hrs) to their request to provide information that the $14.75 was reversed. The buyer was apologetic, would contact his bank and get back to me.
6 July again the funds were received and held. 17 July reversal completed. 22 July again payment and funds held pending investigation. 15 August, funds reversed. Why, no proof of shipment. I can sell a $14.75 item and pay for regular mail but not an addition $10.00 for 'Expedited Service with signature'. I could not prove shipment, so paypal has their out. Never mind that they initially gave me clear directions that the item was ‘OK to ship instant payment’. That doesn’t matter, I cannot prove shipment! Even though the buyer admits to receiving the item and he is very happy with it. Paypal will not accept his payment. The buyer has agreed to send the money in the mail…. And he might actually do that…I hope, but he doesn’t have to. Ebay says it’s a done deal and even though paypal gave me clear directions that the item was paid for and I could ship they refuse to accept any responsibility for their mistake. I stand to lose the item, the shipping, FVF fees and the transaction fees because of all this waist of time and effort by paypal.
Got any ideas? I ship about 100 items/month, average $10.00 each. Who’s going to pay $10.00 tracking for a $10.00 item?
Paypal is into my pocket for about $75.00/mo. I guess they don’t really need my business.
Now I have at least one customer that is fed up with paypal and has promised to pay with other means. I don’t feel protected….do you?

It is happening again?
Different buyer this time from the same Province in Canada, NS (not his real name) bought 2 items…..both paid for on separate invoices a few hours apart. Packaged and shipped individually. 1st item $2.90 and 2nd $10.00, 19/Oct/11.
After receiving email, I checked with paypal ‘OK to ship’. Items in the mail that day and the following day paypal informed me that the funds were being ‘held’.
NS says “What?”. The customer is adamant that, in his words….
“trying to rip someone off for $10.00 is just stupid”. He was on the site for some time trying to solve the problem with paypal. He then told me….”paypal **bleep**”.
So……….what’s up paypal. If we assume your problem solving directives have not changed…
This is likely to happen………
After reviewing my response to the dispute (give it 30 days….not like I have a choice) and discovering there is no tracking info, you will reverse the funds.
(Anyone out there willing to pay an additional $9. For tracking on a $10 purchase….could you sign in please)
This time you will not have the opportunity to further frustrate the customer by driving him to his bank to discover what the problem is!!!!! This really bothers some people you know, they worry that others’ may think them less than honest. They pay the bill, then there’s a problem….and they worry…and….they want the problem solved. They get angry trying to deal with people complicating their lives.
If you read what is above (1st customer) you know how this honest fellow tried his best. His bank couldn’t explain it?….and after you had reversed the payment 3 times, we finally managed payment. Boy I love to work with hones people…and there are a lot of them I am happy to deal with on eBay….thankyou!
This 2nd fellow (NS) has promised to solve the problem in a far less troublesome manner. I expect to get a letter in the mail in a few days…..with a Money Order. I am convinced, with the way he has dealt with me so far….I will get paid…but not with the help of paypal.
I expect that in the next 15-30 days you will contanct me.
The funds will be reversed.
I am going to keep in touch, if I can with (NS) and ask him….as I did the last fellow.
Did paypal contact you about this matter?…no.
To your knowledge, did they contact your bank?…no.
Was the bank able to explain why the funds were reversed?..........no.
And further…Will paypal acknowledge a mistake was made in directing that it was “OK to ship”?.....no.
Will they suggest that “the reversal happened because of a request from the buyers bank or the buyer himself because of a problem they were having….yes.
Paypal decided then, as they will decide this time…
Because I cannot provide proof of tracking, the funds will be reversed.
Does anyone know of a way to bring it to the attention of paypal that there is something wrong here? Is this sort of thing happening to you?

As an update, the customer paid for the item. Payputs refunded the $ 3times after holding onto it for about 50 days. All is well because the customer is honest. Then it happened again!!!!

update
Original transactions (17/Oct/11) $2.90 and (18/Oct/11) $10.00. The funds were “on hold” (19/Oct/11) have now, (6/Nov/11) been reversed.
Did paypal ask for my input during their investigation.….no. (then again, why would they?)
Remember…Buyer has left + feedback on eBay, happy with his purchases.
No one admits to filing a dispute, both seller and buyer want to complete the transaction.
Paypal, after reversing the funds doesn’t collect their %. Does anyone know what is going on here?
Buyer has promised to pay by another method.
Will keep you posted……..
