How do I get my money bacK??? Wont let me file a dispute??

I did not get services I paid through paypal- I guess my bank acct.

I need to get my money back but paypal says it wasnta  good or service- but it was...

The business/seller does not respond to emails. I paid 23 days ago.

If you paid for services, I think it's a little bit hard to ask for a refund.
