Help! I lost a dispute due to chinese holiday

Some chinese holiday slowed the shipping of a item toa  customer and her made dispute, won. got refunded and now the item has made it to his home and ofcourse he has no intention on paying me. what should i do tog et my money? or ahve i jsut been robbed?

I cant open a dispute, There is no "appeal button" as an paypal email sugested to me. what do I do next? I ahve the tracking number that proves he got it oct 27th.. and like any loser he just wants to keep the money and the item.

I need help because my acct is negative and I'm not paying paypal a dime to get it off negative

nevermind, I'm done accepting payment with paypal. I'm only accepting money orders and checks now and doing good since paypal can no longer STEAL my money. I will only pay fee's with paypal so **bleep** it good paypal. enjoy scamming your other sellers cause it wont be me any more.
