Getting a refund on a transaction completed without an account

Long story short: I purchased an item through PayPal from a website (will disclose if need be) a month ago, and have yet to receive the item or even the tracking number I was supposed to get. I did not log into my account for the purchase, however, and continued as a 'guest', providing only billing information. Is there anything I can do about this other than contact the company's completely unresponsive customer service department? Thank you!

Contact you credit card company and file a chargeback.

Yeah. that's an easy one- the process would be a little more tricky if you went through a Paypal account, but your credit card should square you right away.

I forgot to mention an important point in the equation: it's a debit card, not a credit card. It of course allows you to make purchases online since it doubles as Visa, but it's issued by a bank and funded only by my own money. Is there a difference?
