They are stringing you along.
Paypal does very little if anything till its escalated to a dispute.
If the seller was sincere, all they would have to do is go to the details page of the original payment and click on the refund link and fill in the amount.
Once a dispute is filed you have an additional 20 days to escalate it to a claim. If you don't it will "timeout" in the sellers favor, and you wil not be abel to reopen it.
I would escalate it to a claim now, also how didi you file the dispute, was it for a SNAD or INR.
Since you did get some of the order it should have been filed as a SNAD.
If you filed as an INR call paypal and have it changed to a SNAD Claim.
