Chargeback for item not received?

I am a US seller and received a chargeback for an item that was shipped to Germany. The buyer claims she did not receive it, although the item was shipped on April 18.
My local post office ACCEPTED the package and the tracking information displays that it was accepted; however, there is no additional information available when I enter the tracking info.
So...my question is this: Am I going to just lose this money even though the tracking information shows it was accepted at my post office. I did my job! Paypal has already removed the money from my account.
Is there anything I can do?

I have the same problem right now, also in Germany. I shipped an item over a month ago priority mail (flat rate envelope). The USPS cannot give me any info at all except that it was accepted at my local post office but from there ...nothing. The buyer is getting ready to file a claim. Are we both **bleep**ed here?

Go to the German postal site and imput the customs number there and see what it shows.

Yes you will lose. If you cannot prove that it was delivered to them you will not win the case. According to paypal you are responsible for this package until it is officially delivered to the person. I had the same problem. Did you send this package via first class international mail? If so, do not send anything outside of the US using this method. Many international buyers will claim that they did not get it and you will lose everytime.
Priority Flat Rate International cannot be tracked too. Priority Mail International is more expensive but the post office is claiming that it can be tracked. Insurance can be purchased for Priority International mail too.
The custom form tracking information will not tell you what happens to the package.

This is a MAJOR flaw in Paypal's dispute system. And I would like to request that Paypal allow sellers to block purchases from buyers by email address and/or first/last name. We have had international buyers in the past "work the system" buy claiming they did not receive their package when they did.
International shipping via USPS First Class DOES NOT PROVIDE TRACKING, therefore when a package is tracked by PayPal it appears that it did not ship or was not delivered (tracking often says "There is no record of that mail item") and PayPal will find in the favor of the buyer. The USPS and every shipper who send ebay or any first class USPS mail abroad knwos this but PayPal seems to ignore it as a major issue in their dispute requirements.
Recently a customer who has also purchased under 2 different names and email addresses has filed 2 complaints for 2 purchases and Paypal found in her favor both times. But she has the merchandise which she revealed to us in calls in which she thought she was anonymous. And why would she buy more merchandise from us a 2nd time if she didn't receive her first package and really believed that we did not ship her 1st order? In reality she did receive her first package, PayPal gave her her money back and so she ordered a 2nd time, filed a complaint again and got her money back again.
She will continue to steal from us and other vendors if Paypal does not act to help Sellers protect themselves. I see no harm in allowing sellers to block buyers by email address.

Dont ship outside the US, UK, and Canada....
Read sections 4.4 and 10.1 in the user agreement.

I know that all of these items are in the user agreement, but that's just PayPal covering their rear-end. By not deveoping better seller protection options and leaning back on "it's in the policy", they are simply ignoring the ways that people utilize their services in the real world.
I see so many complaints from sellers about how easy it is for a buyer to get their money back. PayPal favors the buyer. But there are ways for Paypal to let sellers help themselves - like the ability to block payments from buyers who have scammed us in the past.
For us, a majority of our paypal payments are from international customers. Restricting Paypal payments/orders from shipping outside the US defeats the purpose of even offering/using paypal as a method of payment. I would think that PayPal would rather allow me to create my own email blocks or possibly other more flexible security settings rather than cancel my use of PayPal altogether.
